These men are pouring a barrel of liquor into the city sewage system while a Marshall/inspector and a police officer watch them do it. These men are the owners of an eating establishment or a bar, under the recent laws of prohibition. Prohibition in America was a set of ordinance forbidding the sale of, consumption of, or distribution of Alcohol, with exception of religious beliefs and traditions.
(right) This is Carrie A. Nation, a well known supporter of the Temperance movement and Prohibition. She is best known for walking into bars and destroying property and alcoholic beverages with a hatchet.
